In our January 2016 issue, we had carried out a story titled as “Lanco-Greenko Budhil Deal: Provisions made for additional Rs 133 crore payment for securing long term PPA on favorable terms.” In that story, we had stated how Uttarakhand Power Corporation Ltd (UPCL) and Uttarakhand Electricity Regulatory Commission (UERC) breached public trust. They awarded the 35 year contract worth Rs 4,400 crore to the private generator – Greenko Budhil Hydro Power Pvt Ltd – on just nomination basis at much higher rates.
