Marking a significant progress, the ‘breakthrough’ was achieved on the second arm of the 2.07 kms long twin-tunnel of the upcoming Mumbai Coast Road Project being built by the Brihanmumbai Municipal Corporation (BMC), officials said here on Tuesday.
