What initially looked like to be a case of favoritism has emerged out to be a criminal nexus between Coastal Gujarat Power Ltd (CGPL), a Tata group company, generating power from its plant at Mundra in Gujarat, and officers of the Western Regional Load Distribution Centre (WRLDC).
