In a major blow to the financial health of Punjab State Power Corporation Ltd (PSPCL), the Supreme Court has said that the point of measuring the calorific value of coal for power plants would be the project site, not the mine. For this, it has said that the cost of washing coal, transportation, and gross calorific value (GCV) of coal measured at the project site would be taken into account while calculating Energy Charges.
