NTPC retenders 20 MW of floating solar projects for its Gas Plant in Uttar Pradesh

The National Thermal Power Corporation (NTPC) has retendered and invited fresh bids for a 20 MW floating solar project. The project is to be established at the reservoir of NTPC Auraiya Gas Power Project at Dibiyabpur in Uttar Pradesh.

The tender was initially floated in December 2018.

The last date and time for receiving both techno-commercial and price bids is September 5, 2019. The techno-commercial bid opening date is September 6, 2019. The bid security amount for the project is ₹ 10 million (~$144,663). The entire capacity is to be awarded to a single bidder. SPV modules of crystalline silicon technology with an IEC certification will be required for this project.

The scope of work includes the design, engineering, manufacturing, supply, packing and forwarding, transportation, unloading, storage, installation, testing, and commissioning of grid-connected floating solar photovoltaic (SPV) project at the NTPC Auraiya reservoir.

The winning bidder would also have to provide comprehensive operation and maintenance of the project as well as the transmission system for three years from the date of completion of the trial run. The scope of work also involves site-grading and clearing of vegetation for inverter room, providing power and water supply for construction.

The technical criteria for bidders require the bidder to have designed, supplied, erected, and commissioned SPV-based grid-connected power projects of a cumulative capacity of 16 MW or more. Out of these projects, at least one project should have been of 10 MW or higher. The project of at least 10 MW should have been operating successfully for at least six months before the date of the techno-commercial bid opening.

In terms of financial criteria, the average annual turnover of the bidder should be a minimum of ₹721 million (~$ 10.2 million) during the previous three financial years. The net worth of the bidder on the last day of the preceding financial year should be a minimum of 100% of the bidder’s paid-up share capital.

Earlier this year, the NTPC had also invited bids for a 20 MW of grid-connected floating solar project at its Anta gas power station in Rajasthan.
