The two notifications issued by the Kangra district administration in 2019 revising the circle rates of land are likely to result in large scale litigation, as in some cases the Collector has increased the rates five times.
The National Highways Authority of India (NHAI) has already lodged a protest with the state government over the sudden hike in the circle rates. At present, land acquisition for the Pathankot-Mandi National Highway widening project is in progress.
The NHAI is following the provisions of the Land Acquisition Rehabilitation and Resettlement Act 2013 to pay compensation for the land being acquired for its projects which is much less than the rate notified by the district administration.
