State electricity distribution utilities that have exhausted working capital borrowing limits and have no receivables from states will have to seek exemption from Centre to avail the 10-year concessional loans being offered under Rs 90,000 crore liquidity infusion package, the power ministry has said. In letters to all state governments, the Union power ministry said the funding would be done in two tranches of Rs 45,000 crores each. PFC and REC have formulated special long-term transition loan schemes and instruments with minimum spread possible and with certain reform measures, and discoms are welcome to avail the same.
