The Delhi Electricity Regulatory Commission (DERC) has invited comments from public on draft regulations for Delhi Supple Code and Performance Standard Regulations regarding load reduction. Consumers can give their comments and feedback till February 11.
According to the draft regulations, wherein earlier if a consumer wanted to opt for load reduction based on his consumption, he/she had to wait for six months, the regulator said now reduced load applications will be dealt with on priority, and load reductions shall be limited to the highest of any four consecutive months’ maximum demand readings.
The regulator said no service line development charges will be imposed on consumers of meter and service line has to be changed in case of load reduction. “In case the reduced load requires change in meter and service line, the licensee shall change the same. However, no service line-cum-development charges shall be recovered from the consumer,” it said. In cases where domestic consumers want their load demand revised, then the discom has to take the “highest average of any four consecutive month’ maximum demand reading of the consumer from April 1 to March 31 in the previous financial year and rounded off.”
The minimum load for this is to be kept at 1 kW. The regulations stipulate that if the computed revised load exceeds the sanctioned load, then the licensee has to issue a notice to the consumer for proposed increase in sanctioned load.
