COP28: Dubai talks in overtime as countries strive for consensus on fossil fuels

DUBAI: With virtually every country dissatisfied with the draft global stock take text released by the presidency, COP28 president Sultan Al Jaber had to abandon his plans of making history by closing the conference on time. Had he succeeded in his efforts, then the conference – tasked with reviewing the implementation of the Paris Agreement – would have ended exactly eight years since the 2015 climate deal was adopted.
