When a sector is opened for private participation, it is important for the government to be fair to all the parties – both its own arms as well as the new private entrants. The power sector was opened long back for private competition, and about 70 per cent of the operational cost of thermal power plants is fuel. Majority of the thermal plants in India use coal as fuel.
