SHANTI, but not quiet: How India is rewriting rules of nuclear energy

Parliament on Thursday passed the Sustainable Harnessing and Advancement of Nuclear Energy for Transforming India (SHANTI) Bill, 2025, a landmark law that opens the country’s tightly controlled civil nuclear sector to private and foreign investment for the first time since Independence.
The Rajya Sabha approved the bill by voice vote, defeating opposition demands to refer it to a standing committee. The Lok Sabha passed it a day earlier. Once the President gives assent, the bill becomes law.
