The Madhya Pradesh Urja Vikas Nigam Limited (MPUVNL) has announced a tender for 25 MW of grid-connected rooftop solar photovoltaic (PV) projects to be developed under RESCO mode. The bid submission deadline is May 15, 2019.
The power generated from these projects will be sold to industries located in the industrial areas of Mandideep in Raisen district, Pilukhedi in Rajgarh district and other nearby large-scale industries in Madhya Pradesh.
The projects will be developed under RESCO mode, and the scope of work includes the design, engineering, supply, installation, testing, commissioning, operation and maintenance, and sale of power.
The successful bidder will have to pay ₹100,000 (~$1,458)/MW in addition to the applicable taxes to the nodal agency towards the administrative overheads, liaising with other state authorities, DISCOM, visits to the site for project inspection, as well as completion and commissioning purposes.
The tariff quoted by the successful bidder will be escalated by 3 percent at the start of each operational year. The successful bidder will have to submit a performance bank guarantee of ₹2,500,000 (~$36,450)/MW.
Projects awarded will not include any energy storage component with rooftop solar PV project. If the procurer desires to have such an arrangement, it will have to be paid separately. Moreover, such an arrangement will not affect the tariff discovered for the sale of power.
The successful bidder must submit a layout plan of the site to the inspecting authority. The plan must indicate the identified location for the installation of solar PV modules and control room, where control panels will be installed.
In case the bidder desires to develop a ground-mounted project for the entire or some capacity, then he/she would need to consider the associated civil costs for such sites while bidding.
In 2018, Mercom reported that lowest tariff of ₹1.58 (~$ 0.022)/kWh was quoted for the development of 35 MW of grid-connected rooftop solar under RESCO model in Madhya Pradesh. The capacity had been tendered by MPUVNL.
