The coal ministry is in discussions with the power ministry and the Assam and Madhya Pradesh governments for two such plants near Coal India mines, according to the official. &#8220;The average cost of coal production is around\u20b92,000 per tonne, after including all levies. But the landed cost of coal at power plants more than doubles to \u20b94,300-4,600 per tonne due to transportation costs and loss&#8230;.
