The reluctance has stopped ethanol manufacturers \u2013 both sugar mills and grain-based \u2013 in accessing bank loans in time to start their project.<\/p>\n<p>Ethanol \u2013 the fuel additive \u2013 is promoted by the Central government as a solution to excess sugar produced and in reducing fuel imports.
