In a meeting held at state secretariat, the secretary curtly told the officials of the Uttarakhand Power Corporation Limited (UPCL) that the executive engineer concerned would be held responsible for the unscheduled outages of more than 20 minutes. She said that complaints are regularly being received regarding unscheduled outages from different parts of the state.
