For political reforms, there has to be a regional bulk supplier, pooling all sorts of electricity, irrespective of whether it is nuclear power or coal \/ gas based thermal power plants, solar, wind, etc., buying at different rates, but the selling price has to be pooled \u2013 a common tariff. That is the only way to deal with the situation for all the three stakeholders \u2013 generators, discoms &#038; consumers \u2013 in the long run.
