Towered over by red-and-white striped smoke stacks, Devi\u2019s house in a poor community of India\u2019s capital is just too close to the sprawling plant. <\/p>\n<p>\u201cThe coal dust got mixed in with the food,\u201d said Devi, who regularly coughed up black phlegm in the mornings.
