Lockheed Martin has offered to shift its entire F-16 manufacturing base from US to India.<\/p>\n<p>&#8220;What we&#8217;re talking about is a complete ecosystem of capability \u2013 it\u2019s building up supply chain, it\u2019s building up engineering capacity, technical mechanical capacity.
