The bids were opened on Monday. GMR offered Rs. 303 per passenger, against Doit\u2019s offer of Rs. 261 and GVK\u2019s Rs. 207.<\/p>\n<p>Ajay Jain, Andhra Pradesh\u2019s Principal Secretary, Energy, Infrastructure &amp; Investments, told BusinessLine : \u201cGMR offered the highest amount as passenger fee to the government&#8230;This is as per the new norms the government has adopted to encourage private sector players to develop airport infrastructure, similar to what the Airports Authority of India (AAI) has adopted.\u201d<\/p>\n<p>The AP government had cancelled the earlier bid process to invite fresh bids under new terms, including the development of an MRO and training facilities.
