Modi\u2019s Bharatiya Janata Party, which leads the government in the nation\u2019s richest state, has been facing stiff opposition from ally Shiv Sena over the site of the refinery. <\/p>\n<p>\u201cThere is a lot of political risk associated,\u201d said Sri Paravaikkarasu, an analyst at industry consultant FGE in Singapore.
