PSU refineries located close to Delhi can supply enough to meet Delhi’s demand. But if we have to supply BS-VI to the entire national capital region then we may have to buy from private refineries,” said Surana.

HPCL’s refinery in Bathinda, Indian Oil Corporation’s in Panipat and Mathura, and Bharat Petroleum Corporation’s in Bina should be able to scale up BS-VI fuel production in time to meet the capital’s demand, he said.

Delhi consumes about 1,500 thousand metric tonnes (TMT) of petrol and 1,600 TMT of diesel in a year. Companies may have to make special transport arrangements to get BS-VI fuels to Delhi’s filling stations, which would spell an additional cost.

Refineries will incur an incremental production cost of Rs 1.40 and Rs 0.63 for a litre of BS VI-compliant petrol and diesel respectively, a senior executive at Indian Oil Corporation had said earlier. State refiners plan to invest Rs 30,000 crore to upgrade all their units to produce BS-VI fuel. The companies will later take a call on how much of the incremental cost can be passed on to customers.

The government has advanced the deadline for introducing BS-VI fuel in Delhi to fight the Capital’s polluted air, though the deadline for starting the supplies for the rest of the country would remain April 2020.

“Globally we have seen a reduction in emission of particulate matter even if BS VI fuel is used in old fleet,” said Anumita Roychowdhury, executive director at the Centre for Science and Environment.

“Reducing sulphur is important as once it goes through combustion it contributes to formation of sulphur dioxide and sulphate particles, and increases particulate load in air,” she said.

As per an IIT Kharagpur study, she said, in the winter months sulphur and nitrate particles account for 25-30% of the total particles in the air and so are a major contributor to air pollution.

State-run oil companies will be able to supply the required quantum of BS-VI petrol and diesel to Delhi from their own refineries by April 2018, although it would require a faster than planned investment in their units, Hindustan Petroleum chairman MK Surana has said. “Technically it’s possible for us to do so but it would have financial implications.
