Incidentally, most directors of the SPC at the time of allotment of plots have since resigned and left. The decision of the Noida Authority to approve the use of increased FAR of the entire area of the sports city in residential/ com- mercial projects of allottees/ sub- allottees without monitoring and ensuring the construction of inte- grated sport infrastructure in 70 per cent area of each Sports City project is also injudicious and highly improper. No i da Authority, while allowing the build- ers to pursue group housing pro- jects, abdicated its total responsi- bility towards completion of envi- sioned sports infrastructure. Conclusion The world class sports infra- structure envisioned by the Noida Board more than a decade ago for holding national and international sports events at Noida failed to materialise even after allotment of 174 acres of prime land at a much subsidised rate more than eleven years ago. Though the main objec- tives of establishment of sports city have not been achieved, Three C group/ developers appeared to have grabbed hundreds of acres of prime land in the city at half of the market rate with the aid and abet- ment of senior officials of the Authority and have simply acted as a broker/ trader of the plots, rather than a real estate developer of sports city. Noida Authority needs to act swiftly and cancel the allot- ment/ lease agreement of the plot along with encashment of the indemnity bond. As a result, the con- sumers/ homebuyers of these pro- jects were not provided crucial information regarding significant limitation on the plot/ land and the fact that promoters/ allottees/ lessees are also required to develop the integrated sports infrastructure on the 70 per cent of plots of land of Sport City.
